Council OKs amendment to agreement for work at Water Treatment Plant

The Plainview City Council approved an amendment to a professional services agreement with Parkhill regarding improvements at the Water Treatment Plant.

During an assessment of the plant back in 2020, the splitter box was found to have structural concerns. When it came time to put the project out for bids, the city did not receive any, explained Tim Crosswhite, Capital Improvement Program Manager for the City of Plainview. After questioning engineers, it was determined that there were concerns about being able to complete the project ahead of the summer, which has traditionally been the city's higher water usage months.

Rehabilitation of the south clarifier is the next major piece of the project, he noted.

The amendment to the service agreement is to rebid the project with the addition of the work on the south clarifier and to adjust the time frame. The estimated cost is $2,250,000.

The purpose of the splitter box is to help solids settle out while the clarifier cleans the water, Crosswhite explained.

The Council approved the amendment unanimously.

The Council also approved renewal of an agreement with Retail Strategies, LLC for $30,000. The company will help with business recruitment to Plainview.

The Council also opted to renew two contracts between the State Department of Health Services and the Plainview-Hale County Health Department.

One is for a $129,459 grant to be used for the local Health Department's staff to provide immunization programs. The grant specifically covers costs like travel expenses for its immunization program trainings and internal program utilized by department personnel. The grant covers the 2024 fiscal year from Sept. 1 through the end of August 2024.

The other grant is for $102,192 to maintain the Environmental Health Inspector position and related public health services. This is for a two-year-agreement that starts in September and ends at the end of August 2025.

The Council also heard an annual report about Animal Control, Building Inspection and Code Enforcement following approval of its consent calendar, which included minutes for May 4, May 9 and the financial report for April.
